Check "Windows Defender boost" and set "start minimized" and "minimize on close".
Use Windows Task Scheduler to automate startup:
Create a new task named 'ThrottleStop'.
Set to run with highest privileges at log on.
Configure the ThrottleStop program script within Actions.
